      Hello Charles:

      You could look at the licensing requirements in the states that have already legalized. Oregon has a comprehensive set of regulations, guides, and so on. Look also at medical dispensaries, because in most states medical comes first and existing dispensaries have an edge when recreational licensing opens up.
